A register-bin, not a serial — the Post-War-arc successor to the Marineford-arc one-offs across the arc seam (Ch. 580 “The War’s Conclusion” → Ch. 581 “Creeping Future”). With the Paramount War over and the crew still scattered by Kuma, Oda continues to fill chapter title pages with standalone decorative art — themed one-offs (including gag / parody title pages and “where are they now” scattered-crewmate vignettes) that carry no recurring cover-serial banner and no “Vol. N” installment counter. They are logged in one place so future reader passes do not spuriously fork them into a new cover serial.
The structural test is the same as the Marineford bin: a page belongs here when its title strip reads only the chapter title — no serial banner, no installment counter — verified on-page. A caption-less page may still depict a scattered Straw Hat at a Kuma-scatter landing site (see Kuma’s Scatter Sends Each Straw Hat To A Place That Forges Them); that is a thematic echo, not a serialized installment.

- Ch. 583 (the “OKONKATSU” beach scene — a pig-faced figure, a bikini-clad woman, and two seated men captioned “Searching for a Wife” / “Genius Surgeon”) is likewise a pure parody / gag decorative title page, not a scattered-crewmate vignette and not tied to the chapter’s content (the chapter itself is the Dawn Island childhood flashback). - Ch. 590 (two unnamed figures — a drooling heavyset bald man and a lean cowboy-hatted smoker with a cross-hilt sword — before an octopus/tentacle backdrop) is a standalone decorative sea-themed title page; its melancholic tone tracks the chapter’s triple grief beats (Garp absorbing Dadan’s beating at Foosha, Shanks tending Whitebeard’s and Ace’s graves, Jinbei forcing Luffy to face Ace’s death on Amazon Lily), but neither figure reads as an identifiable scattered Straw Hat.
