The two panels quote one another structurally: a near-full-page grotesque terror-face, the bracketing “BO-OM”/“DO-OM” burst-SFX, and Sugar’s identical gaping “EEYAAAH!!” scream into a faint. What changes is authorship: Ch. 742 the KO is an accident (Usopp’s real fear), and Ch. 758 it is an engineered technique (a built terror-face fired to “reawaken trauma”). The lesson for future panels: when a clutch fluke in One Piece is drawn as a memorable full-page composition, watch for that exact composition to return as a repeatable, intentional move once the character has grown into it — the same accident-to-mastery arc that turns Usopp the bluffing liar into a precision long-range artillerist.
