Why this matters

The chapter installs a load-bearing crew-coding tell that recurs across the entire series. Luffy’s crew categorically refuses to take their own captures seriously, which forces antagonists into either:

• contempt-then-underestimation (Mr. 3 sees the irreverence as proof of beneath-his-attention status, then gets defeated by them) — the Ch. 123 grammar
• escalation-to-irrationality (later antagonists who escalate beyond rational limits trying to break the irreverence — Crocodile’s rage in Alabasta, Akainu’s pursuit at Marineford)

The Ch. 123 grammar is Strawhat-irreverence-tier: the captured crew are arguing about self-amputation tactics and best statue-pose for posterity — utterly disregarding the wax-execution-doctrine in front of them. The reaction-shot from Goldenweek + Mr. 3 (the deadpan-villain-assessment) is the tonal-coding signature.
