Why this matters
Cafe-cover doctrine: the operational HQ disguised as a civilian cafe canonizes the Whisky-Peak-style town-as-lie operational grammar at single-building scale. The BW operational-cover-business doctrine extends from the Whisky-Peak whole-town-as-cover model (Ch. 103-Ch. 106) to the Alabasta single-building-as-cover model.
