The seed

As the Buster Call shells Enies Lobby, terrified Marines recount Rob Lucci’s origin (Ch. 422, pp. 3-5): 15 years ago, the World Government sent a single boy to break a monarchy hostage siege (pirates holding 500 soldiers, captain demanding to be made king). Taken hostage and shelled, the 13-year-old turned his back on the pirates atop a mountain of bodies, killed all 500 hostage soldiers himself, and beheaded the pirate captain to end the standoff — then took “dark justice” as his calling and joined CP9. “The strongest, most cold-blooded killer in the history of CP9.”

Earliest known caller

(Unrecorded.)

Why this matters

The origin canonizes Lucci as the arc’s apex threat right as the Luffy fight escalates, and — more durably — installs the World Government’s “dark justice” doctrine: the institution’s willingness to sacrifice the innocent (its own 500 hostages) in the name of “order.” This is the same machinery that ordered the Ohara genocide and the lifelong hunt for Nico Robin — Lucci is the embodied face of it, making the Luffy-vs-Lucci bout a thematic referendum on WG cruelty.
