The tier-arbitrage is structural, not incidental. Pre-loads the implication that Arlong himself originated outside East Blue (forward-payoff: the Arlong-arc flashback / Fisher Tiger / Sun Pirates lineage reveal at Fish-Man Island Ch. 612+).
Why this matters
The Ch. 70 fishmen-power-is-Grand-Line-tier axiom was a racial-tier claim. Ch. 73 adds an operational-resourcing tier-claim: not only are the fishmen physically Grand-Line-tier, but they are importing Grand-Line-fauna as combat-assets. The Arlong Pirates’ East-Blue presence is therefore structurally anomalous — they are out-of-tier for the environment they operate in, which pre-loads their origin-elsewhere reveal.
