Why this matters
Both panels stage the arrival of a World-Government heavyweight who has crossed to serve a pirate power — Kuma the government weapon, Kuzan the ex-Admiral now riding with Blackbeard Pirates — as an identical beat: the figure is withheld behind a looming black silhouette, impact SFX rake the top of the frame, a knot of small figures recoils at the base shouting his name in disbelief, and the chapter title spells out the identity for the attentive reader.
