Why this matters
This is the same hidden-tenderness grammar Ch. 144 canonized (“Heh heh heh… I’ve always known I could. …I can count on you…” — on-page brusqueness conceals off-page assent). Pre-loads the forward-canon Kureha-discharge beats: the arc-finale Chopper-blessing-to-leave is operationally the same grammar at higher emotional stakes.
The doctrine: Kureha discharges patients she officially cannot release by itemizing the route out and then forbidding it. The witch register is the structural form; the grammar is the function. The reverse-permission is also a small-stakes rehearsal of the larger Kureha-doctrine-grammar in which her brusqueness conceals approval (Ch. 143 I’ll be watching you to Hiriluk; Ch. 144 the fool silhouette; Ch. 152 however, don’t).
