Why this matters
The cordon’s hostility is the wound the arc resolves. Forward-canon, the island’s collective fear traces to Wapol’s tyranny and a recent pirate raid (Blackbeard’s). The they-fire-on-the-rescue-ship beat establishes that the island’s misfortune has hardened its people against even a legitimate medical plea — a social-trauma symptom the arc will diagnose and heal.
