Why this matters
The vow’s broken state is the precondition for the arc-liberation: Luffy can act because the village is no longer constrained by the fight-by-enduring doctrine. The chapter installs the doctrine-broken-by-its-own-keeper pattern. Forward-pattern: every later self-imposed-constraint-broken-just-before-liberation beat (Robin’s I-want-to-live at Enies Lobby, the Wano Beasts-Pirates-resistance) traces structurally to this beat.
