The chapter installs the capital-fortress-falls-before-the-villain-falls arc-grammar. The arc’s structural win-condition is the demolition-of-the-villain’s-capital-structure, not the villain’s death. The Ch. 92 Arlong-Empire declaration’s whole-world-will-be-my-kingdom ambition is here physically inverted — the kingdom is in rubble before its expansion can begin.
The Ch. 75 reef-moving-feat register of Arlong’s environmental-rewrite-tier combat is here rebutted at the same scale — Luffy’s demolition of Arlong Park is environmental-rewrite-tier in the opposite direction.
