Why this matters

Yuba is the rebel base — the first concrete operational objective of the Alabasta arc beyond reach Alabasta. The mission-stack now has two named destinations: Nanohana (port-of-entry, current) → Yuba (rebel base, next). Pre-loads the desert-crossing arc-leg and the eventual Vivi-Koza confrontation. The named-locale-pre-tell — Yuba is named before it is visually shown — is Oda’s standard arc-locale-installation grammar (cf. Alabasta itself named ~50 chapters before on-page debut).
