Oda re-instantiates the two defining Foosha emblems — windmill + straw hat — but now on the hat’s original steward, on the cover of the chapter (1190 “Those Whose Death Brings Celebration”) that surfaces the hat’s Roger-crew lineage: Scopper Gaban recognizes the hat, names Roger, and defines the Pirate-King crown.
