Why it matters
The chapter sets up the Sanji-vs-Arlong duel-lock via mutual clobber-statement. But the next chapters (Ch. 84+) structurally redirect Sanji to Kuroobi for the actual officer-pairing — Sanji never fights Arlong on-page. The Ch. 82 declared duel-lock is set up only to be inverted by the officer-pairing structural-need.
The pattern installs as a combat-pairing structural inversion — Sanji target-locks on the captain, gets the officer instead. Forward-payoff:
- Enies Lobby — Sanji wants Lucci (CP9 captain), gets Jabra (CP9 officer) instead.
- Whole Cake Island — Sanji wants Big Mom (arc-villain captain), gets various officers (Bobbin in flashback, then crew-rescue not captain-fight).

The Ch. 82 install is the first instance of the Sanji-wants-the-captain-but-gets-the-officer combat-pairing pattern. The pattern operates as a structural-grammar — Luffy gets the captain, Zoro gets the captain-tier swordsman, Sanji gets the assigned-officer.
