Sanji’s combat-tier is always implicitly Baratie-survivor-tier, not self-trained-fighter-tier. The Ch. 84 Zeff-400th-degree-training calibration is here extended to a generic Baratie-veterans-hit-harder register. Sanji’s “a certain restaurant I know” is a tier-rhetoric device — he doesn’t name Zeff directly but invokes the entire Baratie’s combat-veteran ensemble (Zeff, Patty, Carne, the Krieg-arc fighter-cooks).

The chapter implies an off-page Kuroobi-punches-Sanji beat (interstitial between Sanji’s underwater rescue-attempt and the duel-lock at chapter close) establishing mutual recognition of survived-tier.
