Why this matters
A prop-tell with a chekhov-explicit flag (“once destroyed, it can never be replaced”): Oda has a villain literally narrate the irreplaceability of an object on-panel, which in this series reliably marks the object as load-bearing for a later arc. The box pairs the people’s coexistence majority (the signatures) with a World-Noble-sourced document — both the moral and the legal instrument of Fish-Man Island’s surface-emigration dream.
