Why this matters
Vivi-as-power-tier-witness narrative-position install. Vivi is the only character in the chapter who knows the in-universe Officer-Agent tier-classification (she trained inside Baroque Works as Ms. Wednesday). Her shocked reaction is the vehicle by which Oda canonizes Luffy’s tier-skipping power-gap to the reader.
The structural logic: Oda needs to convey to the reader how strong Mr. 5 was supposed to be (so the tier-skip lands), but the protagonist Luffy doesn’t care about tier-classifications. The audience-stand-in role falls to the one in-canon character who knows the tier-system AND is currently on Luffy’s side — Vivi.
