Why this matters

This is the first on-page Oda-direct (out-of-fiction) statement about the scale of the Devil-Fruit ecosystem in the vault’s chapter index. The Q&A bonus page is the proto-SBS — the same author-direct-statement information channel that becomes the SBS column from Volume 4 onward (see SBS Volume 4). The format is calibrated here: cartoon self-portrait, reader questions, in-character replies that double as canon-confirmations and forward-tells.

The ‘certain location’ tease pays off ~547 chapters later at Impel Down (where Level 6 is a DF-user prison concentrating dozens of named Paramecia/Zoan/Logia users) and arguably also at the Grand Line / New World generally (where DF-user density scales by sea-level). The Q&A is therefore a very-long-burn forward-tell — one of the first major Oda-direct-statement seeds in the series, comparable in payoff-distance to the Ch. 1 Joy Boy / One Piece-as-treasure mention.
