Smoker (in the Sea-Stone cage, exposition to Luffy/Usopp/Sanji) reveals Ch. 175 p. 10:
“That woman with Crocodile — the World Government has had a bounty on her head for 20 years. … A bounty of over 70 million berries!!”
Sanji corroborates: “Same as Crocodile’s.”

Why this matters
Robin’s current on-page age (~28) means the bounty was issued when she was ~8 — extraordinary signal of something cataclysmic happened ~20 years ago. The 20-year duration is the load-bearing element of the two facets this seed carries (the other being the 70M+ berry figure): the World Government considered an 8-year-old worth a 70M+ berry bounty, which implies child Robin was already perceived as a world-historical-stakes threat, not merely a future one.
