Why it matters
The arc’s villain captain is established by reputation alone before appearing on-page.
Pattern: each East Blue arc introduces its villain by name + reputation before appearance:
- Buggy (Ch. 8) — named in Nami’s pickpocket-target dialogue, on-page later.
- Kuro (Ch. 27-28) — named in Kaya/Klahadore exposition, identity-revealed at the Klahadore-is-Captain-Kuro beat.
- Krieg (Ch. 44 here) — named by Marines, off-page; arrival in subsequent chapters.
- Arlong — pattern projected to repeat.
The name-before-face arc-grammar is now established as the East Blue villain-introduction template. Pattern-cross Roronoa Zolo Name Before Face (the same grammar applied to a protagonist recruit).
The East Blue villain-tier escalation (Buggy → Kuro → Krieg → Arlong) is also being installed. Each successive villain is described in stronger reputation-terms than the prior: Buggy is a pirate, Kuro is the most feared, Krieg is the toughest in the Eastern Seas — the ladder is explicit and measured.
