The seed
Ch. 47 places two armada-size numbers in the same chapter, ten pages apart:
The 4,900-man gap is left unexplained in this chapter. Zeff identifies the Grand Line as the place Krieg came back from defeated (page 19, panels 2-3: “You went to the Grand Line. But you ran scared, eh?”). The cause is not named; the gap is the chapter’s structural mystery.
The payoff
(Pending — predicted in Ch. 49-50: Mihawk’s reveal that he cut Krieg’s entire armada in a single encounter, with only Krieg’s flagship limping back. The flagship-damage seed was planted in Ch. 45 page 19, Gin: “I didn’t know the flagship was in such a condition…”)
Why this matters
Oda’s negative-space-as-foreshadowing technique: state the should-have-been number and the actual number in the same chapter, never name the cause, and let the reader’s curiosity supply the question that the next arc-chapter answers. The technique recurs throughout the series (Whitebeard’s “second-best swordsman” on Marineford, the Roger Pirates’ missing crew at Loguetown, Joy Boy’s missing successor across centuries). Ch. 47 is an early, clean instance of the technique on a chapter scale.
