The World Government’s answer to Harald’s submission, and the downfall it set up, land in full. To bring Elbaf into the Government, Harald signs the deepest Covenant at the Empty Throne — where he finds Imu seated — and is remade into an immortal “undying knight in service to Mu.” Imu then reveals the true terms: Elbaf’s warriors are to be enslaved as a giant war-fleet. Harald, horrified that he has doomed the very people he meant to save, is seized by Imu’s control and forced to cut down his own castle guards (Ch. 1168–Ch. 1169). In a last lucid moment he confesses “my very thoughts are being influenced by someone else” and forces his son Loki to end his life before the control retakes him (Ch. 1170).
