The seed
Ch. 169 — Pell, on rescuing Vivi by transforming into his Falcon-form: “There are only five flying Devil Fruits in the world! Sorry — I’m an exception.”
Why this matters
First on-page articulation of the flight is structurally rare doctrine in the Devil Fruit taxonomy. Logia get the most attention, but flight is a separately-restricted capability:
- Tori Tori no Mi Model Falcon — Pell (canon Zoan, Ch. 0169)
- Tori Tori no Mi Model Phoenix — Marco the Phoenix (Mythical Zoan, forward-canon Whitebeard 1st-Division Commander)

The doctrine constrains the power-curve of the entire series: most DF users cannot fly, which structurally privileges Logia (intangibility) over Paramecia/Zoan for combat dominance — yet flight remains tier-defining when it appears.
Pell’s articulation is the first on-page invocation of this rarity, and Pell himself is the first flying DF on-page in the series (before Marco’s debut).
