Ch. 69 page 16-17 — a child brandishes a small kitchen knife at Nami at Arlong Park’s East Gate: “I’m gonna get Arlong!! Outta my way, you!!! He murdered my father!!! I mean it!!! Move, or I’ll get you, too!!!”

The child is not named in Ch. 69. Forward-reveal: this is Chabo, a Cocoyasi villager’s son orphaned by Arlong’s rule (the village-tax-extortion regime kills adults who can’t pay).

The chapter uses this child’s threat as a cold-open of the Cocoyasi-civilian-victims register — Arlong’s regime has produced orphans willing to attempt murder with kitchen knives. The composition’s payload: a human-male child threatening a human-female adult (Nami) in a scene that immediately precedes the Officer Nami — Arlong’s Pirate Crew reveal — the chapter is structurally inviting the reader to misread Nami as the villain for one panel before the cell-box reveals the deeper truth.
