Arlong (page 10, addressing Nami after her warning to Usopp): “Hmm… She’s become quite… piratical.” — same observation from the villain’s side as Coco Village’s victims (Ch. 70 — Chabo, Nojiko). The witch reputation reads forward as Arlong-arc-villain-tier piratical competence ; the chapter’s fake-kill of Usopp is the on-page-demonstration of the witch register at full output.

Why this matters
Nami’s witch identity is operating at region-wide reputation scale. The Ch. 8 “I rob pirates” self-introduction has been inverted by her own region’s collective testimony. Forward-payoff: the Arlong-arc resolution chapters will pivot Nami’s region-wide reputation from witch to liberator — the chapter installs the before state of that pivot.

The dual-register witch epithet (Chabo’s victim-rage + Nojiko’s family-affection) is here interpreted by Usopp: the witch-mode is operational-cover , not character-truth. The witch-reputation foreshadowing seed transitions from standing-prediction to interpretive-key-supplied . Full payoff (region-wide reputation pivot from witch to liberator ) is still pending the Arlong-arc resolution.

The Ch. 70 witch reputation is here re-keyed as village-staged performance , not genuine. Genzo (page 17, “And never set foot in this village again!! GO, NAMI!!!!” ) is the on-page architect of the cover-story. Nojiko (un-informed of the staging) is the emotional-pivot character.
