The seed

A secret Buggy never wanted public — his place on Gold Roger’s crew and his bond with “Yon Emperor” Shanks — is beamed to the whole world via the Impel-Down-hijacked video snail (pp. 12-14), and he leans into the camera fame even as it’s exposed by accident. His legend grows on circumstance, not achievement.

Why this matters

Buggy is Oda’s running gag of the comically-undeserved legend: every “rung” of his rise is a misunderstanding or a coincidence the world reads as proof of greatness. This chapter installs the first world-scale rung (the Roger-crew/Shanks-brother broadcast), and the pattern is one Oda keeps escalating for the character.
