The payoff (operational this chapter, but sets a template)

The chapter’s reveals are self-paying-off — the Baratie is shown to be a multi-layer combat vessel within the chapter that introduces the concept. Forward-payoff is template-setting: later restaurant-or-civilian-vessel-with-hidden-combat-capability reveals (Thriller Bark’s Bridge, the Sunny’s Coup de Burst and other hidden weapons, the Tang-vessel mechanics, Whole Cake’s chocolate-fort defenses, etc.) follow the same each-page-reveals-another-feature register.

Why this matters

Oda’s hidden-vessel-system-reveal technique: a vessel that looks like one thing is revealed to be another via progressive feature-disclosure. Each combat-system reveal escalates the reader’s understanding of the vessel’s true class. The technique is the vessel-level version of the character-level hidden-power-reveal grammar (cf. Zoro’s three-sword-style first-reveal, Sanji’s kick-only fighting, Robin’s Hana-Hana powers — each character’s true combat-class is revealed via progressive feature-disclosure).

The chapter is the first instance of the technique at vessel-class — sets the template for the Going Merry’s Klabautermann awakening (Water 7), the Thousand Sunny’s Coup de Burst / Soldier Dock System, etc.

The chapter also installs the bilateral disguise-doctrine: Krieg’s Baratie-as-disguise-vessel plan (pages 2-3) and the Baratie’s actually-already-a-disguise-vessel design are mirror-images — the disguise-is-weapon doctrine works for both villains and protagonists. The chapter’s structural irony: Krieg wants the Baratie because it would make the perfect duplicity-vehicle; the Baratie already is a perfect duplicity-vehicle.
