The seed
Ch. 69 page 18 — establishing shot of Arlong Park: shark-toothed gate (the central archway has a fanged-shark-mouth motif), shark-fin pagodas left and right, Arlong-Pirates spiral emblems on the gateposts, central pagoda labeled ARLONG PARK, palm trees.
The architecture encodes the villainy — the predator-territory register frames the arc. Arlong literally lives in a predator-architecture fortress; his territory’s shape is its threat-statement.
Forward-payoff: the gate is the spatial-locus of the arc’s most iconic beats — Nami’s tearful “Luffy!! Help me!!!” (Ch. 93) and Luffy’s “Of course I will!!!” (Ch. 94) happen against this architectural backdrop. The Luffy-vs-Arlong destruction of the gate (Ch. 93-94 climax) is the arc’s architectural-payoff moment.
