Why this is structural
The instructional column is not filler. The Step 1 entry seeds the Old Roger Is The Devil etymology cluster, which connects “Gold Roger” → “Will of D.” → the Davy Jones / “Old Davy” framing. This is Oda using a fake-pedagogical aside to deliver a load-bearing seed in plain sight.
