Zeff’s Ch. 45 introduction is one of the earliest on-page instances. The single-line-drop technique (one descriptor in a side character’s exposition, no further detail for ten chapters) is Oda’s standard slow-drip backstory pacing — the reader is primed by Ch. 45 to expect a Zeff backstory chapter, which arrives in Ch. 56-58.
The ‘old ratbag’ nickname and the ‘Baratie is his treasure’ framing position Zeff as a retired-pirate-with-a-restaurant — the in-text deferred reveal is Red-Foot Zeff / Cook Pirates captain / lost-leg-on-the-Grand-Line backstory. The chapter explicitly notes the peg leg (established earlier in Ch. 43-44, see Zeff Missing Leg) is a Chekhov plant whose cause-reveal pairs with this pirate-cook seed.
