Why it matters

The chapter is cementing the Captain Usopp identity right before the arc strips it. Usopp will eventually join the Straw Hats, where he is not the captain — meaning the captain-identity has to be collapsed and rebuilt through the arc. The chapter is setting up a specific structural beat: the captain-figure who has to learn to be crew.

The Ch 36 chapter is structurally important because it stages the peak of the captain-identity right before the collapse:

• Ch 24-28: Usopp swaggering-captain in safety.
• Ch 29: solo defense (captain-acts-alone).
• Ch 35: captain’s-order to the kid-crew (captain-leads).
• Ch 36: captain-declaration while paralyzed (captain-claims-even-when-the-body-fails) + kid-crew operates autonomously (the captain-identity outlives the captain’s physical agency).

Recurs structurally throughout Usopp’s later arcs:

• Going Merry standoff (Water 7) — Usopp leaves the crew when his captain-instinct conflicts with Luffy’s captaincy. The captain-identity reasserts and demands its own crew.
• Sogeking adoption (Enies Lobby) — Usopp rebuilds a captain-grade persona under a masked alter ego to rejoin the crew without losing face. The captain-instinct is re-routed through a fictional identity.
• Dressrosa — Usopp accidentally becomes the captain-figure of the Tonta Corps and the dwarf army; his lies bind a real combat unit to him.
• Wano — God Usopp returns, with the Heart Pirates, the dwarves, and the SMILE-affected calling him their savior.

Usopp’s captain-instinct is the recurring beat of his character. The Ch 36 declaration is the first on-page full-throated articulation of the instinct under maximum duress, where his body has failed — the cleanest possible the captain-identity outlives the body demonstration.
