Why it matters

The chapter is cementing the Captain Usopp identity right before the arc strips it. Usopp will eventually join the Straw Hats, where he is not the captain — meaning the captain-identity has to be collapsed and rebuilt through the arc. The chapter is setting up a specific structural beat: the captain-figure who has to learn to be crew.
