Ch. 360 p. 20 — SBS (Vol. 38 back-matter)
Oda answers a reader and confirms Tom is a fish-man of the long-horned cowfish species (modeled on the blowfish/fugu), joking that unlike the real fish his skin “isn’t” poison (“its skin is poison… Mr. Tom’s isn’t”). This canonizes in author-voice what the Tom etymology note had carried only as forward-canon (the Pillars-of-the-Earth “Tom Builder” model + the cowfish species).
The payoff
The SBS itself is the payoff (Oda canonizes the species in author-voice). It corroborates the on-page p. 13 caption Ch. 353 (“TOM — long-horned cowfish fish-man, president of Tom’s Workers shipbuilding company”). Resolves the open race: field on Tom — already SET to “fish-man (long-horned cowfish)” @0353; this SBS is the external-canon confirmation, NOT an in-story appearance .
