Why this matters
Installs the apology-to-the-enemy-mid-blow combat-doctrine. Luffy will deliver necessary attacks but acknowledges the receiver’s dignity. The doctrine is about who deserves to be hit, not about combat efficacy — Dorry is an ally-coded figure who is currently in a frenzy-state (believing the Strawhats spiked his ale); the strike is necessary to stop the frenzy, but the Sorry register acknowledges Dorry’s underlying ally-status.
Forward-pattern: every later Luffy I-must-hit-an-ally-coded-target moment re-keys to this Ch. 118 install:
- Crocodile-controlled Vivi (Alabasta interior, forward-canon ~Ch. 169): Luffy must strike Vivi to break Crocodile’s hold; the strike is preceded by an apology-register.
- Dressrosa toy-victims: Luffy must strike toy-form humans to break Sugar’s curse; the strike is acknowledged as targeting people-with-dignity.

Sister-doctrine — apology-then-mast-bonk (Ch. 0104, Laboon)
Ch. 0104 page 12 — Luffy delivers the mast-bonk to Laboon (the equivalent-pain doctrine) — this is the early-arc precursor of the Ch. 0118 Sorry install. The Laboon-bonk is silent (no Sorry register), but the Ch. 0118 Sorry extends the same composition with explicit verbal apology. The verbal-acknowledgment escalates the combat-grammar from equivalent-pain-as-empathy (Laboon) to apology-as-dignity-acknowledgment (Dorry).
