The seed

Ch. 45 pages 5-6 — the first on-page recruitment offer

Luffy, to Sanji, over the Gin/cannonball fallout: “Anyway, you should sail with me.” Sanji: “I decline. I’ve got a good reason for staying here.” Luffy explodes: “DA-DOOM!! I DECLINE!!! NO!!! I DECLINE YOUR… DECLINATION!! You’re a good cook, and you’re joining my crew!!” Sanji counters by defending his hat rather than repeating the refusal.

This is the first explicit on-page recruitment offer Luffy makes to Sanji — three chapters before the Baratie arc’s plot machinery (Krieg, Zeff’s backstory, the chore-boy bargain) even exists on the page. The chapter immediately stages Gin counting heads (“This guy makes five!”), treating the recruitment as already operative from the crew’s outside perspective even though Sanji has verbally declined.

What’s installed

Luffy’s recruitment-grammar is “I decline your declination” — the recruit may refuse, but Luffy does not accept the refusal. This line is the clean formal statement of Luffy’s recruitment method: recruitment is Luffy-imposed, not recruit-elected. Compare Zoro (Ch. 6, conditional yes to a task), Nami (Ch. 14, deferred yes), Usopp (Ch. 41-42, self-recruited then invited). Sanji’s signature variant, established in this exchange, is Luffy outlasts the no.
The refusal is immediately undercut by the chapter’s own structure — pages 7-19 spend the rest of the chapter installing the conditions (Sanji’s withheld reason, Nami-as-vector, Zeff’s pre-emptive release, Krieg’s inbound threat) that will overturn the “I decline” on the very next page-turn’s worth of plot. The recruitment offer itself is the trigger; everything else in Ch. 45 is scaffolding around it.
Gin’s headcount treats the decline as provisional (page 7: “This guy makes five!”) — an outside, non-aligned pirate reads the crew as already five-strong, cook included, despite Sanji’s on-page refusal one page earlier. The narrative telegraphs the outcome before Sanji does.

The payoff

Why this matters

Ch. 45’s recruitment offer is unusual among the East Blue recruitments for arriving before the story has given Sanji any narrative reason to accept. Zoro, Nami, and Usopp are all recruited at or near the resolution of their arc’s central conflict; Sanji is recruited in the arc’s second chapter, over a still-unexplained cannonball incident, with the actual justifying material (Zeff’s backstory, the chore-boy bargain, the Krieg fight) all still ahead. This makes the “I decline your declination” line function as a pure Chekhov’s-gun statement of intent — Oda commits the outcome on-page early and then spends the rest of the arc building the emotional case for why the outcome was correct.
