Why this matters
The Loguetown storm is structurally the environmental-narration of the saga-boundary-crossing. Oda uses weather as a framing-device for the East-Blue/Grand-Line border — the storm is not just a weather event, it is the environmental-mythologization of the threshold-crossing.
The storm operates on multiple structural axes:
- Dragon’s intervention — the wind-blast that saves Luffy triggers the storm; the protagonist’s salvation is environmentally weaponized.
- Nami’s prior prediction — Ch. 98-99 Nami-as-barometric-prophet navigator install pays off here. Nami’s weather-prediction skill is canonized as the threshold-crossing-navigator skill.
- Marine pursuit disabled — the same storm that propels the Straw Hats also disables Marine artillery (cf. Ch. 99 Marine-gunpowder-wet payoff); the storm is asymmetric in its effects.
- Loguetown chaos-cover — the storm provides the chaos under which Buggy and Alvida escape (page 20 rooftop sendoff).
