Why this matters
The seed pre-loads two forward-payoffs:
- Loguetown-arc-climax storm event: the storm-system Nami detected becomes the Dragon-wind / lightning-strike that saves Luffy from execution. The Nami-barometric-reading is the human-scale leg; the Dragon-summons-the-wind is the mythic-scale leg; both deployed in the same arc.
- Nami-as-Grand-Line-navigator structural deployment: from Ch. 98 forward, every Straw-Hat sailing-safety-decision is gated through Nami’s atmospheric reading. The Grand-Line weather (canonically chaotic and unpredictable per Ch. 22 / Ch. 48 framing) requires a navigator with atmospheric-prophet skill.
