The seed

Mid-fight on the Bridge of Hesitation, Rob Lucci — in leopard-hybrid form — repeatedly out-maneuvers the giant-scale Gear-Third Luffy and tells him to his face: “It seems the more you increase your power, the slower you become.” (Ch. 422, p. 17). This is the first on-page statement of the cost of the Gear Third tier debuted Ch. 421: the giant body hits harder but moves slower, opening Luffy to a faster opponent’s counters.

Why this matters

Establishes a power-rule that the manga plays against for years — the power-for-speed trade is the structural weakness of brute escalation, which Luffy ultimately solves by combining Gears with speed (and, far later, Haki / a more mobile high gear). The seed reframes “more power” as not automatically “better,” a Chekhov power-rule planted the very chapter after Gear Third’s debut.
