Why it matters
The chapter canonizes the Find Panda Man Where’s-Waldo Oda running-gag as a structural reader-puzzle device. The Vol. 6 SBS Panda Man introduction (cataloged in SBS Volume 6) is re-confirmed here as an intentional Oda-planted-cameo device, not a one-off.
Forward-pattern: Panda Man recurs across the series as a background-cameo (in crowd scenes, on wanted posters, in Impel Down, at Marineford, etc.). The Ch. 82 SBS is the first explicit Oda-confirms-Panda-Man-as-hidden-puzzle instance — every later Panda Man cameo can be read as intentional reader-engagement device rather than coincidence.
