Why this matters

The Ch. 173 reveal that Crocodile engineered the 3-year drought is here re-keyed as an in-arc kill-clock against the oasis-town — and specifically against Toh-Toh, the old man whose name Luffy keeps invoking. The structural irony: in the same chapter where Toh-Toh’s water saves Luffy’s life, Crocodile names Toh-Toh’s town as the next sandstorm-target. The fight-stake escalates from defeat Crocodile to defeat Crocodile fast enough to save Yuba.
