Why this matters
The chapter installs the economic precarity of the Bell-mère household: a tangerine farmer whose product is in commodity glut, has two foster children to feed, and the village tax-collection/Arlong-tribute is not yet on-page but pre-loaded as the eventual destabilizer. The household was already strained when Arlong arrives. Forward-payoff: the Ch. 78-79 flashback continuation will show Arlong arrival into this already-precarious household. The chapter establishes the Bell-mère household-as-already-strained baseline so that any additional pressure (Arlong’s per-adult tribute) becomes catastrophic.
