The Ch. 71 Surveyor of Arlong’s crew + Ch. 79 cartographer-recognition-keeps-her-alive aggregate retroactively reveals: Arlong always intended to keep Nami until she had mapped every ocean — i.e., forever. The two-tier deception is the operational mechanism of Arlong’s Nami-plan.
Forward-pattern: the visible-promise-hides-lifetime-enslavement villain-doctrine recurs across the series — Crocodile-Cobra at Alabasta, Doflamingo-Riku at Dressrosa, Big Mom’s marriage-contracts. Arlong is the first East-Blue instance of the pattern at this scale.
