Why this matters
The chapter installs the East-Blue-villain-vs-Grand-Line-grade-Marine power-gap as canon. Buggy and his crew (Mohji, Cabaji, Richie + Alvida appended) are the prior-tier the Loguetown chapter measures the new-tier against. The chapter-1 villains are dispatched off-page in a single Logia-sweep by the chapter-100 antagonist.
The Ch. 22 I-am-still-alive Buggy-survival cover-arc (post-Orange-Town) escalation peaks at captured-by-Smoker — the prior-tier-villain cannot enter the Grand Line on his own power. Buggy and Alvida do escape later in the chapter (page 20) under the storm-cover, but only after Luffy/Smoker/Dragon have reduced the city to chaos.
The chapter installs the Buggy-survives-by-piggybacking-on-greater-events structural-shape that recurs across every forward Buggy cover-arc:
- Whitebeard-War piggyback → Warlord promotion (Ch. 595+). Buggy survives Marineford by being adjacent to Whitebeard’s body and the Blackbeard moment.
- Post-Wano piggyback → Emperor promotion. Buggy ascends to Yonko via the Cross Guild — Mihawk and Crocodile do the operational heavy lifting; Buggy gets the title.
- Cross Guild — Buggy is the figurehead, not the operational power; the Cross Guild’s actual strength is Mihawk + Crocodile + Daz Bones + Alvida.
The Buggy-survives-by-piggybacking doctrine is one of the series’s most consistent character-grammar patterns; the Ch. 100 install is the structural prototype.
