Cover-as-roster-canonization: Oda uses the cover splash to visually pre-install the full roster of a saga’s Officer-tier antagonists, so that the in-story visual debuts can be brief and assume reader familiarity with the visual character-coding. The technique compresses the saga’s set-up cost.
Mirrors the Ch. 1 Romance Dawn group-portrait grammar inverted to villain-tier: every Strawhat was pre-installed in Ch. 1’s splash before each crew-member’s recruitment arc; here, every Officer Agent is pre-installed in Ch. 160’s splash before each Officer’s individual fight-set-piece. Parallel arc-structure: protagonist-side and antagonist-side cover-installs are structurally symmetric.
Pre-loads the every-officer-is-going-to-matter arc-structure of the Alabasta saga: each numbered officer (Mr. 1 → Mr. 5) and each female partner gets a named opponent at the rebellion’s climax; the cover-splash is the promise that every cover-paneled character will be on-page in combat.
