The Baratie’s recurring-return status in subsequent cover-stories and arcs (the post-Krieg Baratie cover-story, the eventual Sanji-return-to-Baratie possible in Wano or post-Wano arcs) follows from the chapter’s location-as-doctrine establishment. The Baratie is the first Oda-location that is itself a moral entity, not just a stage.
