Why this matters

The Marine-villain-inversion register — a Marine sparing pirates because the pirates did the Government’s dirty work — was installed at Captain rank with Smoker (Alabasta). Ch. 321 escalates it to Admiral rank: the single most powerful tier of the Navy chooses, on a personal debt, not to act on a pirate crew it could trivially destroy. Oda uses the spared-by-a-debt beat to pre-load a recurring antagonist’s ambivalence one full saga before that ambivalence becomes load-bearing — the same technique by which Smoker’s grudging respect ripens across arcs.
