The opener installment of the 10th numbered Limited Cover (Page) Series, debuting on the Ch. 491 chapter title page during the Sabaody Archipelago arc. The art is a line-art coastal ruin / island rising from a rough sea — no recurring characters visible yet (p. 1).

This thread is opened on a structural precedent, not on a narrative read of the single opener image:

• The immediately-prior banner, “Limited Cover Series, No. 9: Endless Varse” (@0428), was likewise an art-only opener (a spacecraft cruising past a cratered moon, no character shown) — and it turned out to be the umbrella/opener of the full narrative serial Enels-Great-Space-Mission (“Enel’s Great Space Mission”, Vols. 1–38, @0428–0474).
• The @0491 reader flagged this page as “cover-series art, not a narrative cover story” — an accurate description of the opener image in isolation, but by the No. 9 precedent the “No. 10” banner signals the start of a new cover serial that should develop a recurring cast and “Vol. N” installment counter in subsequent chapters.

Because the Enel serial (No. 9) concluded @0474 and no successor had yet begun through the Thriller Bark battle chapters (see Thriller-Bark-Title-Page-One-Offs, which register-binned the 0475–0480 decorative one-offs and noted “no successor cover serial has yet begun”), this No. 10 opener is the successor that closes that gap.

• Confirm-or-fold: verify in 0492+ whether “No. 10” develops a recurring cast and “Vol. N” installment counter (→ a true narrative cover serial, give it its descriptive storyline name then), or remains a run of standalone themed title pages (→ fold into a Sabaody decorative one-offs register-bin, like the Thriller Bark one). Hold the provisional title until then.
