Queen of the Goa Kingdom, wife of King Stelly — an arrogant, French-aristocrat-coded noble of the Goa monarchy en route to the Reverie.

First appears (Ch. 0823, p. 6) at the Reverie-noble hotel in Roguetown, East Blue. A callous aristocrat who derides the hotel (“Rather pedestrian, really. A view of Gold Roger’s execution stand is the best it has to offer.”) and dismisses a hotelier (“Now be gone from my sight, trash.”). VIZ caption: “QUEEN OF GOA / SALLY ISNTOINETTE.” The name is a Marie-Antoinette pun (“Sally is-not-Antoinette”); see Stelly’s etymology note, which already anticipated this queen as “Sarie Nantokanette (~Ch. 0823).”

Surface / pun: the name is built on Marie Antoinette (マリー・アントワネット, the last Queen of France, executed by guillotine in the Revolution). The Japanese swaps the middle of “Marie Antoinette” for ナントカ (nantoka — “something-or-other / whatchamacallit / so-and-so”), yielding “Sarie Nantoka-nette” ≈ “Marie What’s-her-name-ette.” VIZ reproduces the same gag phonetically as “Sally Isn’-t-(An)toinette.” (Other localizations keep the joke: FR “Sally Entoilette,” IT “Sally Qualcunietta,” PL “Saria Cośtamnina.”)
Oda’s own comment (SBS Vol 84): Oda said he was deliberately lazy when naming her, because he figured she’d be as bad a person as her husband Sterry — so the dismissive “whatchamacallit” name is itself the characterization: a disposable, interchangeable callous aristocrat.
Cluster: caps the Goa-monarchy French-aristocrat parody set (Goa’s nobility is coded as pre-Revolution French aristocracy — cf. the Gray Terminal “burn the poor to impress the visiting nobles” beat). She debuts deriding the Reverie hotel and calling a hotelier “trash” (Ch. 823 p. 6), the “let them eat cake” register made literal.
