The seed

Speculative seed — marking as fringe — the inflated-follower-count trope recurs throughout Usopp’s characterization (the 8000-followers-style lies become a running gag), and Oda eventually pays it off with the Straw Hat Grand Fleet (Dressrosa arc) which delivers Luffy a real fleet of allied followers numbering in the thousands. Usopp’s chronic inflation-of-follower-counts is the seed for the eventual reality of a large Straw Hat-allied force. The Ch 23 80 million number is round-and-specific enough to mark as the first instance of the pattern.

Why this matters

• inflated-number-lie — Usopp’s bluffs are specifically number-inflated. The hyper-specificity (80 million, not a lot) is the diagnostic — Oda is composing the lies to be retroactively-completable.
