Why this matters
The figurehead-perch is the most recurring Luffy-pose-on-ship in the series — every later sailing-sequence (Going Merry through Thousand Sunny) features Luffy on the figurehead, arms-spread, looking-out. The Ch. 98 paratext canonizes the origin and explicitly addresses the DF-water-curse contradiction.
The author-commentary is the first SBS-style direct-addressed-reader-question in the chapter-paratext channel (vs. the SBS column). Oda is acknowledging that readers have noticed the contradiction (a DF user sitting in the most-likely-to-fall-overboard spot) and refusing to resolve it (Who knows? But he seems happy). The refusal is the character-as-defiance-of-the-curse register.
Forward-pattern: every later Luffy-figurehead-pose is the captain choosing the most dangerous spot on the ship — a figurehead-as-defiance prop-tell.
