The seed

The line is the first on-page in-universe statement that Devil Fruit users are geographically concentrated on the Grand Line. The line is factually wrong about Mihawk (Ch. 50 demonstrated the galleon-split was pure technique — “Without subtlety, a sword is but an iron bar”) but factually correct about the general rule.

The payoff

Repeatedly demonstrated across the series:

  • Alabasta (Ch. 100s): 5+ DF users in the Baroque Works officers (Crocodile, Miss Doublefinger, Mr. 1, Mr. 2 Bon Clay, Mr. 4, Mr. 5, Miss Goldenweek’s tea-fruit, etc.).
  • Skypiea (Ch. 237+): Enel + the Priests (Goro-Goro, Yami-Yami, etc.).
  • Water 7 / Enies Lobby (Ch. 322+): CP9 (Lucci, Kalifa, Kaku, Blueno, Fukuro), Ace’s Mera-Mera, Robin’s Hana-Hana, Foxy’s Noro-Noro.
  • Thriller Bark (Ch. 442+): Moria’s Kage-Kage, Perona’s Horo-Horo, Absalom’s Suke-Suke, the zombie generals.
  • Marineford (Ch. 550+): the entire admiral roster + Whitebeard pirate-officer fruits + the Blackbeard-pirate fruits.
  • New World (Ch. 600+): saturation reaches the point where non-DF combatants are the exception.

Why this matters

Oda’s wrong-inference-right-exposition technique: a villain’s incorrect attribution of a specific event installs a correct general rule. The reader is given the correct rule via the villain’s incorrect attribution, without the narrator having to deliver it as exposition. The technique conceals the rule’s installation inside the villain’s character-beat.

Forward-Claude: any villain-statement that misdiagnoses a specific event but correctly generalizes the rule is wrong-inference-right-exposition. The technique is Oda’s preferred grammar for installing world-rules without narrator-exposition.
